Health and Safety Policy
The safety of our clients and staff is our highest priority.
Limitations
- Maximum of four passengers per car at any one time.
- Children must be accompanied by an adult. Drivers are responsible for ensuring passengers under 14 wear a seatbelt; passengers 14 and over are responsible for their own seatbelt.
- Maximum total weight 425kg (66st / 937lbs) including all passengers and luggage — roughly 106kg per person.
We reserve the right to refuse entry for reasons including invalid bookings, exceeding vehicle limitations, drunk or abusive behaviour, or material damage to the vehicle.
In-Car Safety
- Exercise caution getting in and out, especially the rear. Exit one leg at a time.
- Keep hands and feet away from doors and windows at all times.
- Seatbelts must be worn and secured before the vehicle moves.
External Safety
- Stay vigilant when crossing the road in Panama City.
Breakdowns
In the event of a breakdown, the driver will suspend the tour safely, contact the office, and arrange a replacement car — usually within 30 minutes. If no replacement is available within 30 minutes, the remainder of the tour will be rescheduled or refunded proportionally.
Fire Safety
- Exit the vehicle and help others exit.
- Once everyone is clear, contact emergency services.
- A fire extinguisher is located between the front passenger seat and door.
First Aid
A basic first aid kit is in the front passenger footwell of each car. A comprehensive kit is held at the depot. Drivers are not trained First Aiders — any assistance they provide is at the client's own risk.
Our Cars
The fleet is from the 1970s and undergoes daily, weekly, monthly, bi-annual, and annual checks. Every car undergoes a full service every six months covering air filters, oil, oil filter, spark plugs, radiator hoses, ball joints, and more. Parts are replaced pre-emptively before failure.
Terms and Conditions of Service
Required booking information: booking agent details (if applicable), client name, email, phone number, hotel, pick-up date, time and location, and service booked. Issues arising from missing information are the responsibility of the booker, not Tomi Tours S.A.
- Amendments must be made in writing by email at least 3 days before the service date, with written confirmation returned.
- Departure times may vary by up to 20 minutes; clients will be called if the driver is running late.
- If a client is late, the driver waits up to 30 minutes before the appointment is automatically cancelled. No refund is given in this case.
- All services require a credit or debit card, or a paid invoice, to secure the booking.
- Tomi Tours S.A. is not responsible for traffic, delays, bad weather, or loss or theft of personal items. If a tour is interrupted at the client's request, no reimbursement is given.
- All bookings must be pre-booked. For bookings within 48 hours, please call to confirm availability.
- Maximum 4 passengers per car. Tours operate daily 6:00am to 11:00pm.
- Films, photo shoots, and corporate hire: if a crew member drives the vehicle, the hirer must provide adequate insurance. Damages will be invoiced retrospectively.
Wedding Chauffeur Service
One journey to the venue, one journey from the venue to a secondary location. Free delivery within central Panama City; venues outside this area are quoted per job.
Cancellation Policy
- 1–2 cars: cancellations within 72 hours (3 days) or less are non-refundable.
- Bookings are non-transferable to another date or time with less than 72 hours notice.
Refunds within 72 hours are sometimes possible in extenuating circumstances (severe weather, delayed flights) at management's discretion.

Claims must be submitted in writing within 30 days of the tour date to:

We are not Uber. We do not have offshore accounts used as tax havens. Small and medium-sized enterprises are the lifeblood of the Panamanian economy. The more we grow, the more tax we pay — ITBMS, Corporation Tax, Employee Contributions, Employer Contributions and more. Your money allows us to pay staff well above minimum wage, run a business within Panama, and buy goods and services locally.
Sustainability Promise
Journeys are made carbon neutral through support of the Eco Venao Project's reforestation efforts — a 140 hectare (346 acre) dry tropical forest restoration project first assisted by PROREINA, led by the Smithsonian Tropical Research Institute and Yale School of Forestry.
Charity Work
Every month, Tomi Tours offers services free of charge to a local school, charity, shelter, or non-profit for less fortunate or disabled children across Panama. Contact us to be added to the list.
Anti-Slavery Policy
Tomi Tours S.A. will not tolerate child labour. Suppliers and partners must not employ workers below the minimum working age, and workers under 18 must not perform hazardous work. Partners must maintain effective anti-slavery and anti-human-trafficking policies across their supply chains.
Environmental Policy
Tomi Tours S.A. is committed to running ethically and as sustainably as possible. The fleet is currently being electrified to reduce emissions. The goal is to provide unforgettable experiences while minimising environmental impact and contributing to a cleaner, greener Panama.
